Increases minimum time served before parole eligibility for violent offenders with life sentences from 20 years to 30 years, and increases the "without parole" period from 25 years to 35 years for capital offenses

Eliminates the "not guilty by reason of insanity" verdict option, leaving only guilty, not guilty, or guilty but mentally ill as possible verdicts; repeals KRS 504.020 and 504.030 regarding insanity defenses

Requires mandatory consecutive sentences for defendants convicted of two or more capital offenses, Class A felonies, Class B felonies, or violent offender offenses involving two or more victims

Excludes Class B felony convicts and violent offenders unanimously denied discretionary parole from mandatory reentry supervision eligibility

Named "Logan's Law" and applies to offenses committed after the effective date
