Suspends operation and funding of the Kentucky Long-Term Policy Research Center for the 2026-2028 biennium and prohibits pension benefit increases for legislative retirees on July 1, 2026.

Authorizes electronic-only distribution of legislative publications including Acts of the General Assembly, legislative journals, and Kentucky statute publications at the Director's discretion.

Provides stationery allowances of $350 for House members and $650 for Senate members, and requires Legislative Research Commission employees receive salary adjustments matching state employees.
