Retailers must notify consumers that tobacco, alternative nicotine, and vapor product deliveries require valid ID verification confirming the recipient is at least 21 years old

All shipped packages containing these products must be conspicuously labeled indicating signature of person age 21 or older is required for delivery

Delivery personnel must visually inspect ID, verify recipient identity, confirm age (visually or through age verification technology), and obtain signature before transferring the package

Retailers or carriers who fail to comply face a $500 fine for first offense and $1,000 for subsequent offenses; consumers who intentionally cause unlawful deliveries face $250 for first offense and $500 for subsequent offenses

Undeliverable products must be returned to the retailer; the person signing for delivery does not need to be the original purchaser
