Allows local public agencies to purchase used vehicles and used equipment through noncompetitive negotiation if the purchase price does not exceed 75% of the manufacturer's suggested retail price for comparable new items

Exempts used vehicle and used equipment purchases from the $40,000 newspaper advertisement bidding requirement for cities, counties, districts, sheriffs, and county clerks, provided the 75% MSRP threshold is met

Amends KRS 45A.380 (local agency procurement) and KRS 424.260 (public bidding requirements) to add these new exceptions

Maintains existing exemptions for perishable foods sold at public auction or through sealed bids from bidding requirements
