Adds new eligibility requirements for county commissioners, mayors, city legislative body members, board of education members, and soil/water conservation district supervisors requiring candidates to be U.S. citizens for at least 18 years prior to election/appointment

Prohibits dual citizenship by requiring candidates to be citizens or nationals of only the United States and no other foreign state or country, both at time of election and for 18 years preceding

Requires eligibility criteria be maintained throughout the entire term of office, not just at time of election

Removes outdated references to specific 1973 and 1975 elections for county commissioner districts in counties containing a first-class city

Updates gender-neutral language throughout affected statutes (KRS 67.060, 83A.040, 160.180, and 262.240)
