Kentucky licensing boards must issue occupational licenses or government certifications to applicants who hold a current, valid license in another U.S. state or territory (or foreign jurisdiction) for at least one year, are in good standing, and have no disqualifying criminal record or pending investigations

Applicants who worked at least one year in an occupation that is unregulated in their prior jurisdiction but requires licensure in Kentucky may also qualify for a Kentucky license based on work experience

Boards must issue written decisions within 30 days of receiving a completed application, and applicants may appeal denials to a court of general jurisdiction

Application fees are capped at $100, and the act does not apply to occupations regulated by the Kentucky Supreme Court

During declared emergencies, the Governor may order recognition of out-of-state licenses and expand any licensee's scope of practice for the emergency's duration
