Amends KRS 158.1415 to change parental consent requirements for human sexuality instruction from opt-in (written consent required) to opt-out for students in grade 6 and above

Prohibits instruction on gender identity, gender expression, or sexual orientation for students at any grade level

Maintains prohibition on human sexuality or STD instruction for students in grade 5 and below, with exceptions for child sexual abuse prevention and puberty education

Requires schools to notify parents at least 2 weeks before human sexuality instruction begins, including information on how to opt out and how to review curriculum materials

Adds new exception allowing age-appropriate puberty instruction at any grade level, and permits teachers to respond to student questions about human sexuality related to approved curriculum topics
