Kentucky Board of Education must promulgate regulations requiring adoption of education technology fiscal policies by the Department of Education and local school districts

Local districts must evaluate total cost of ownership when acquiring technology, including acquisition, deployment, operation, maintenance, training, downtime costs, and residual/salvage value

Annual reporting required by August 15, 2027: each district must submit break-fix rates, total devices in operation, devices requiring repair, and funds spent on technology repairs to the Department of Education

Department of Education must compile district data and submit summary report to Legislative Research Commission by November 15, 2027 annually, including recommendations to reduce break-fix rates and improve fiscal responsibility

Transfers education technology planning authority from the Council for Education Technology to the Kentucky Department of Education across multiple existing statutes
