Creates a process for local government executives to submit written notice to the Finance and Administration Cabinet requesting information about abandoned or underutilized state-owned property, with the Cabinet required to respond within 60 calendar days

Requires state agencies to continue providing maintenance and security for real property they intend to dispose of until the sale or disposition is complete

Allows citizens, developers, or consultants to notify local government officials about state-owned property that appears abandoned or not substantially utilized for public use
