Requires candidates for local school board membership to obtain certification from the Kentucky Department of Education prior to appearing on ballots, filing as write-in candidates, or being appointed to fill vacancies, with certificates valid for one year

Mandates background checks including national and state criminal background checks (paid by the individual), CA/N checks, and proof of 12th grade completion as prerequisites for certification

Adds employment eligibility under KRS 160.380(5) as a qualification requirement, disqualifying individuals who would be ineligible for employment in the school district

Directs the Kentucky Board of Education to adopt a code of ethics for local board members, with the Office of Education Accountability investigating complaints and the state board issuing public reprimands for violations supported by clear and convincing evidence

Takes effect January 1, 2027, with current board members grandfathered from removal based on employment ineligibility but required to obtain certification before seeking reelection
