Prohibits housing foster children in vehicles, state offices, or hotels/motels except in emergencies not exceeding 24 hours; requires placement in fictive kin, kinship care, licensed foster homes, or licensed child-caring facilities

Limits foster care placement changes to no more than 2 moves within a 12-month period, unless safety concerns or reunification efforts require additional moves

Requires cabinet employees to provide written explanation for any placement change beyond initial placement, with approval required from the secretary

Amends reporting requirements for the State Citizen Foster Care Review Board to track children moved more than 2 times in 12 months (changed from 3 times in 6 months)

Directs the State Citizen Foster Care Review Board to refer annual recommendations to the Interim Joint Committee on Families and Children in addition to existing recipients
