Proposes a constitutional amendment establishing a fundamental right to reproductive freedom, including decisions about prenatal care, childbirth, postpartum care, contraception, sterilization, abortion, miscarriage management, and infertility care

Requires any state restrictions on reproductive freedom to be justified by a compelling state interest and achieved through the least restrictive means

Permits state regulation of abortion after fetal viability, but prohibits banning abortions deemed medically necessary by a health care professional to protect the life or physical or mental health of the pregnant person

Prohibits the Commonwealth from penalizing or prosecuting individuals for pregnancy outcomes (including miscarriage, stillbirth, or abortion) or for assisting someone in exercising their reproductive rights

Requires the Secretary of State to publish the full amendment text in a statewide newspaper by the first Tuesday in August and certify it to county clerks for placement on the ballot at the next regular General Assembly election
