Prohibits Kentucky and its political subdivisions from banning, unreasonably limiting, or interfering with an individual's access to assisted reproductive technology (ART) including in vitro fertilization, gamete intrafallopian transfer, and zygote intrafallopian transfer.

Protects health care providers licensed by the Kentucky Board of Medical Licensure or Board of Nursing from restrictions on performing or assisting with ART treatments and procedures.

Establishes that fertilized eggs or embryos existing outside the human uterus shall not be considered an "unborn child," "minor child," "natural person," or any term connoting a human being under state law.

Preserves the state's authority to enforce health and safety regulations related to health care facility operations.

Creates new sections in KRS Chapters 216 and 311 to codify these protections.
