Increases the residential restriction zone for sex offenders who register after the Act's effective date from 1,000 feet to 3,000 feet from schools, preschools, public playgrounds, and licensed day care facilities

Maintains the existing 1,000-foot residential restriction for registrants who were already on the registry before the Act's effective date

Continues the 1,000-foot prohibition on loitering, being present, or operating a mobile business near schools, playgrounds, day care facilities, public swimming pools, and splash pads for all registrants

Requires registrants to ascertain compliance distances (1,000 or 3,000 feet depending on registration date) and comply within 90 days if a new restricted facility opens nearby

Violations constitute a Class A misdemeanor for first offense and Class D felony for second and subsequent offenses
