Mandates all shipped hemp-derived vapor product containers be conspicuously labeled: "CONTAINS HEMP-DERIVED VAPOR PRODUCTS: SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY"

Delivery personnel must visually inspect ID, verify recipient identity and age (by visual examination or age verification technology), and obtain signature before transferring the package

Retailers or carriers who violate delivery requirements face fines of $1,500 for first offense and $3,000 for subsequent offenses; consumers who intentionally cause unlawful deliveries face fines of $750 (first offense) and $1,500 (subsequent offenses)

Undeliverable hemp-derived vapor products must be returned to the retailer
