Expands the Alan "Chip" Terry Professional Development and Wellness Program to include rescue squad members in addition to firefighters, providing seminar-based peer support and counseling services at least twice per calendar year

Requires the Kentucky Fire Commission and Division of Emergency Management to enter into an agreement to provide rescue squad members access to the mental health program

Extends confidentiality protections to rescue squad members, making program communications privileged from disclosure in civil or criminal proceedings, with exceptions for anonymous research data and threats of physical violence

Grants rescue squad members the same 48-hour leave following critical incidents (such as deaths, serious injuries, felonious assaults, or incidents involving children) that firefighters currently receive

May be cited as "Gavin's Rights"
