Creates the Kentucky Professional Engineer and Professional Land Surveyor Incentive Scholarship Fund in the State Treasury, administered by the board, to address workforce shortages in these professions

Scholarships available to Kentucky residents attending qualifying postsecondary programs who commit to obtaining licensure within 6 years of graduation and practicing in Kentucky for at least 1 year per academic year of scholarship received

Fund financed through board-assessed penalties and fines, a $5 assessment on each professional engineer and land surveyor license renewal fee, and optional board budget allocations

Recipients who fail to meet contract terms face legal action for full repayment plus attorney's fees and 8% annual compound interest from date of disbursement

Board must submit annual report to Legislative Research Commission by August 1 detailing number of scholarships, applications, recipients, programs of study, and amounts awarded
