Amends KRS 519.070 to add "and without authority" as a required element for the offense of tampering with a prisoner monitoring device

Expands the definition of covered devices to include video recording or video monitoring devices within correctional facilities

Covers electronic monitoring devices worn by persons on probation, parole, or pretrial release

Prohibits intentionally altering, disabling, deactivating, tampering with, removing, damaging, or destroying covered devices

Classifies tampering with a prisoner monitoring device as a Class D felony
