Requires administrative regulations from certain state agencies and occupational boards (KRS Chapters 309-335) to receive affirmative legislative ratification through enacted legislation before becoming final and enforceable, with unratified ordinary regulations becoming void and unratified emergency regulations expiring at the next legislative session adjournment

Exempts existing administrative regulations from the new ratification requirement until July 1, 2031, after which all covered regulations regardless of original effective date must be ratified by the General Assembly

Establishes March 1 filing deadline for regulations to be considered during that year's legislative session; regulations filed after March 1 are reviewed in the following year's session

Allows the Governor to approve all pending administrative regulations by May 15 declaration if omnibus ratification legislation fails to pass both chambers or otherwise fails to become law

Regulations previously ratified remain exempt from re-ratification unless amended or modified, except for authorized technical corrections
