Creates a new category of "outdoor, nature-based early learning and child care program" defined as programs for children ages 3-12 that operate at least 50% of hours outdoors in approved natural spaces

Requires the Department for Community Based Services to promulgate regulations by June 30, 2027 covering bathroom facilities, hand washing, inclement weather shelter, staff ratios, medication storage, disability accommodations, food preparation, emergency plans, and other operational requirements

Establishes a 14-member Outdoor, Nature-Based Early Learning and Child Care Program Advisory Committee including department officials, nature-based providers, licensed child care representatives, environmental education experts, and a parent representative

Governor appoints 11 committee members to staggered 3-year terms; committee meets quarterly and has 30 days to review proposed regulations before promulgation

Non-government employee committee members receive compensation for meeting attendance and expense reimbursement; committee provides advice but has no direct licensing authority
