Repeals KRS 164.284, which provided tuition waivers for persons age 65 and older at state postsecondary institutions

Eliminates the tuition waiver program for employees of state and locally operated secondary area technology centers (previously allowed up to 6 credit hours per term)

Maintains eligibility requirements for existing waiver programs, including age limits (under 26 for children of veterans, 17-23 for children of disabled first responders) and maximum enrollment periods (36-45 months depending on program)
