Establishes the KCTCS Prison Education Program at Northpoint Training Center to provide intensive, hands-on job training in high-demand workforce sectors for eligible inmates

Excludes inmates serving life without parole, those convicted of escape/attempted escape, or sex offenders as defined in KRS 17.500 from program participation

Requires KCTCS to construct and then deed an educational facility to the Department of Corrections, with KCTCS providing academic instruction, financial aid processing, and support services while the department handles security, housing, and transportation

Adds successful completion of the KCTCS Prison Education Program as a qualifying criterion for certificates of employability issued to released prisoners

Creates a rebuttable presumption of good moral character for occupational license applicants who obtain a certificate of employability after their conviction, and narrows the rebuttable presumption for license denials to only apply to sex offender registrants rather than all Class A/B felonies
