Appropriates $88.7 million in FY 2026-27 and $92.1 million in FY 2027-28 for the Kentucky Legislative Branch, including $23.9-25.9 million for the General Assembly and $64.7-66.0 million for the Legislative Research Commission

Suspends operation of the Kentucky Long-Term Policy Research Center for the 2026-2028 biennium with no funding provided, and blocks pension benefit increases for legislative retirees on July 1, 2026

Requires the Legislative Research Commission to reduce spending by at least 20% in seven expense categories totaling $392,822, including travel, training, subscriptions, and dues, with quarterly progress reports to the Appropriations and Revenue Committee

Allows legislative publications (Acts, Journals, statute publications) to be distributed electronically only at the Director's discretion, and suspends print distribution of the Legislative Record

Provides stationery allowances of $350 per House member and $650 per Senator, and ties Legislative Research Commission employee salary adjustments to those given to state executive branch employees
