Requires the State Auditor to audit the Department of Highways' contract procurement systems every two years beginning in fiscal year 2026-2027, with reports due to the Legislative Research Commission by October 31, 2027, and each odd-numbered year thereafter

Mandates statistical analysis to detect bid rigging, tacit collusion, market allocation, market division, complementary/cover bidding, bid rotation, bid suppression, and other schemes to circumvent competitive bidding

Department of Highways must reimburse the Auditor for all audit costs, including contracted professional services for statistical analysis

Requires the Department of Highways to promulgate administrative regulations for bidding and contracting procedures that ensure fair treatment, foster effective competition, and maintain system quality and integrity

Prohibits the Department from publicly disclosing the identity of eligible bidders for a particular project prior to the bid letting on that project
