Amends KRS 199.430 to add gender-inclusive language ("or her," "or she") throughout provisions governing the Cabinet for Health and Family Services' administrative operations

Secretary or authorized representative retains authority to administer oaths, take depositions, certify official acts, and issue subpoenas for witnesses and records related to cabinet administration

Witnesses cannot refuse to testify based on self-incrimination concerns, but testimony given after claiming this privilege cannot be used against them in prosecution (except for perjury)

All communications to the cabinet related to its administration are absolutely privileged and protected from slander or libel suits

Information obtained by the cabinet remains confidential and closed to public inspection, except for public employees performing duties or interested parties at hearings who need records for their case
