Creates a new requirement for "family impact statements" to be prepared for all bills and resolutions introduced in the Kentucky General Assembly, covering both regular and extraordinary sessions

Requires statements to analyze how legislation affects eight specific family-related factors: housing costs, marriage rates, out-of-wedlock birth rates, child-raising/education costs, parental control over education, children's job readiness, foster/adoption efforts, and care for extended family members

Director of the Legislative Research Commission must sign each statement, which can be prepared by LRC or other state departments and agencies

State agencies requested to prepare statements must comply within 7 working days of receipt

Prohibits either chamber from voting on any bill or resolution until a family impact statement has been prepared and attached
