Prohibits retaliation against anyone who requests or initiates a pause in procedure, and requires comprehensive neurological reassessment by the hospital's clinical team before organ recovery can resume

Mandates documentation of all pauses in patient medical records and reporting to federal oversight entities including HRSA, with copies forwarded to the Cabinet for Health and Family Services

Requires the Cabinet for Health and Family Services to submit annual reports to the Legislative Research Commission by October 1, 2026, and each year thereafter, detailing pause in procedure cases and any corrective actions issued by HRSA

Establishes enforcement mechanisms including reports to licensing authorities, suspension of organ donation activities in Kentucky, and civil penalties for non-compliance, with healthcare professionals required to immediately report violations
