Adds "political creed" as a protected category under Kentucky's hate crime statute (KRS 532.031), alongside existing protections for race, color, religion, sexual orientation, and national origin

Allows sentencing judges to deny probation, shock probation, or conditional discharge solely based on a hate crime finding; permits the Parole Board to delay or deny parole based on this finding

Requires law enforcement basic training to include identification, investigation, and reporting of hate crimes related to race, color, religion, political creed, sex, or national origin

Updates uniform offense reports to require officers to note whether crimes appear motivated by race, color, religion, political creed, sex, or national origin

Mandates the Justice and Public Safety Cabinet to annually report on crimes appearing to be motivated by these protected categories
