Eliminates the "kindergarten full-time equivalent pupil" funding formula that counted kindergarten students at only half-day for state funding purposes, allowing kindergarten pupils to be counted as full-day students in average daily attendance calculations

Requires kindergarten to be provided as a full-day program (minimum 6 hours) rather than the previous minimum of half-day (equivalent of one-half day, five days a week)

Removes the provision allowing kindergarten programs to operate for less than 6 hours without state board approval

Maintains the requirement for one kindergarten aide per 24 kindergarten students enrolled (previously was per 24 "full-time equivalent" students)

Takes effect July 1, 2027
