Allows concealed carry license holders to carry firearms on public and private K-12 school property, except inside school buildings where pupils are subject to school policy or federal law (20 U.S.C. sec. 7961)

Repeals KRS 237.115, which permitted local governments to prohibit concealed deadly weapons in governmental buildings through posted notice

Expands training requirement exemptions to include retired peace officers who are members of city, county, or urban-county government retirement systems (beyond just state-administered systems)

Removes the prior requirement for school authorities to consent before license holders could carry concealed weapons on elementary or secondary school facilities

Makes technical amendments to concealed carry licensing procedures, including clarifying that courthouses "solely occupied by the Court of Justice" are restricted locations rather than all courthouses
