Applicants for Kentucky instruction permits, operator's licenses, or personal identification cards may voluntarily indicate a communication disorder (defined as a health condition or disability that may impede effective communication) to have a notation placed on the face of the document

The cabinet must consult with developmental disability and intellectual disability advocacy groups on the notation design, and cannot charge any fees for placing or removing the notation

No proof of a communication disorder is required from applicants, and the information cannot be disclosed without a court order except to courts, criminal justice agencies, driver licensing authorities, or parties designated by the applicant

The Department of Kentucky State Police, in partnership with the Kentucky Law Enforcement Council, must implement law enforcement training on interacting with persons who have communication disorders

The act takes effect July 1, 2027
