Funds used for SNAP continuity must be repaid to the budget reserve trust fund within 90 days of federal appropriations being restored

Governor must notify the Legislative Research Commission and State Budget Director within 10 days of authorizing such use, detailing the amount advanced, programs funded, and repayment timeline

Governor cannot authorize use of more than 5% of the total budget reserve trust fund balance without prior General Assembly approval

Declared an emergency measure, taking effect immediately upon passage and Governor approval
