Amends KRS 200.470 to add gender-inclusive language ("his or her") regarding eligibility for the Office for Children with Special Health Care Needs

Children whose parents or legal guardians can afford treatment are ineligible for state care, except when adequate care is unavailable in their area of the state

When local care is unavailable, the child's doctor must make a referral and parents/guardians must reimburse the Office for all treatment costs

Parents or guardians who can only afford partial payment must contribute what they are able, with those funds applied to the child's treatment costs
