Parole Board members will serve fixed 4-year terms rather than at the pleasure of the Governor, with removal only permitted for disability, inefficiency, neglect of duty, or malfeasance in office

Parole and revocation hearings may now be conducted by 2-member panels (requiring unanimous agreement) in addition to existing 3-member panels (requiring 2 of 3 agreement) and larger panels (requiring majority agreement)

Parole eligibility reviews must occur 60 days before eligibility date for sentenced felons with 180 or more days remaining (increased from the previous 90-day threshold)

The Governor may extend a board member's term by up to 1 year if the expiration would cause more than 2 terms to expire in the same calendar year

Administrative language updates remove "of Corrections" references and modernize terminology throughout KRS 439.320 and 439.340
