Increases the maximum civil penalty for legislative ethics violations from $2,000 to $10,000

Amends KRS 6.691 governing Kentucky Legislative Ethics Commission adjudicatory proceedings

Commission may issue cease and desist orders, require filing of reports, publicly reprimand violators, recommend censure or expulsion, or revoke legislative agent/employer registration for up to 5 years

Appeals of commission findings must be filed with Franklin Circuit Court within 30 days of final action

Commission findings and testimony are not admissible in criminal proceedings, though evidence collected may be used if otherwise relevant
