Amends KRS 199.462 to prohibit the Cabinet for Health and Family Services from approving any individual for foster care, relative caregiver services, fictive kin placement, or adoption if that individual, any adult in their home, or any minor child in their home has completed or attended court-directed sex offender treatment.

Prohibits disapproval of any child placement or custody arrangement solely based on a prospective caregiver's disability, requiring consideration of whether adaptive or supportive services could enable the caregiver to provide essential care.

Requires fictive kin caregivers of children under age 5 to complete 1.5 hours of training on prevention and recognition of pediatric abusive head trauma within the first 5 days of placement.

Mandates that fictive kin caring for a child beyond 72 hours receive information on how to recognize and report child abuse or neglect.

Authorizes the Cabinet to require background investigations or rap back system registration for adult household members during annual reevaluations of certified adoptive or foster homes.
