Creates new criminal offense of "interference with a religious service" as a Class A misdemeanor, covering acts that obstruct or interfere with religious services, damage religious organization property, or use force/threats against attendees

Defines "religious service" as gatherings of 2+ persons for worship, teaching, training, religious rituals, or other activities by a religious organization

Establishes civil liability allowing victims or religious organizations to sue violators for injunctive relief, compensatory damages, or statutory damages of $10,000 per violation, plus attorney's fees and costs

Authorizes the Attorney General to bring civil actions with penalties up to $25,000 per violation when individuals have not already filed suit

Amends KRS Chapter 525 definitions to add "religious organization" and "religious service" terms, and reorganizes existing service animal definitions alphabetically
