Parents with legal custody of minor children (under 18, not emancipated) have a fundamental right to make decisions concerning care, custody, control, and use/access to cellular phones

Kentucky and its political subdivisions cannot restrict parental rights unless the restriction is necessary to further a compelling government interest and is the least restrictive means available

Parents may sue the Commonwealth or political subdivisions for violations of these rights and recover attorney's fees and costs if they prevail

Exceptions: Does not apply to child marriage laws (KRS Chapter 402) and does not permit child abuse or neglect under existing statutes

Creates a new section of KRS Chapter 405 applying to all current and future state laws, regulations, ordinances, rules, orders, and policies
