Establishes a statutory right for individuals to obtain contraceptives and engage in contraception, with corresponding rights for healthcare providers to provide contraceptive services, referrals, and information throughout Kentucky, including at institutions of higher education

Requires health benefit plans to cover all FDA-approved contraceptive drugs, devices, and products (including over-the-counter and long-acting reversible contraception), voluntary sterilization procedures, and related counseling and follow-up services without deductibles, copayments, or other cost-sharing requirements

Allows religious employers to request health benefit plans that exclude contraceptive coverage contrary to their religious tenets, provided they give written notice to prospective covered persons listing excluded items

Directs the Cabinet for Health and Family Services to apply within 90 days for a Medicaid waiver or state plan amendment to provide family planning services to individuals at or below 95% of the federal poverty level who don't qualify for full Medicaid coverage

Authorizes pharmacists to provide hormonal contraceptives under collaborative care agreements with prescribers, after completing approved training and using standardized screening and patient education procedures
