Proposes adding an "Eighth" right to Section 1 of the Kentucky Constitution establishing the right to a healthy environment, including clean air, pure water, and ecologically healthy habitats

Declares Kentucky's natural resources—including air, water, fauna, climate, and public lands—as common property of all people, including future generations

Establishes the Commonwealth as trustee of the environment and natural resources, with a duty to conserve and maintain them for the benefit of all people

Requires the Secretary of State to publish the proposed amendment in a statewide newspaper by the first Tuesday in August preceding the election

Amendment would be submitted to voters for ratification at the next regular election when General Assembly members are chosen; may be cited as the "Legacy Amendment"
