Amends KRS 224.1-010 to expand the definition of "waters of the Commonwealth" to include all rivers, streams, creeks, lakes, ponds, impounding reservoirs, springs, wells, marshes, and all other bodies of surface or underground water situated wholly or partly within Kentucky's jurisdiction

Removes the previous narrower definition that limited protected waters to navigable waters, sinkholes with open throat drains, artesian/phreatic springs used for domestic water supply, and wellhead protection areas

Eliminates the specific reference to wellhead protection areas as defined under 42 U.S.C. sec. 300h-7(e) from the statutory definitions

Retains all existing definitions related to waste management, recycling, air pollution, and advanced recycling facilities without modification
