Requires the Department for Medicaid Services to provide coverage for both adult day health care services and in-home attendant (personal care) services in all 1915(c) waiver programs serving adult participants

Mandates a minimum of 40 hours per week coverage for adult day health care services and separately 40 hours per week for in-home attendant care services

Prohibits combining or aggregating coverage limits for the two service types, eliminating the current single coverage limit that forces elderly Kentuckians to choose between services

Requires the Department for Medicaid Services to promulgate administrative regulations within 90 days of the Act's effective date

If federal authorization is needed, the cabinet must request it within 90 days and may only delay implementation until federal approval is granted
