Teachers and certified personnel required to participate in professional development activities outside scheduled school calendar days or regular work hours must be compensated at no less than the hourly equivalent of their rate of pay

Local boards may approve flexible professional development plans allowing teachers to earn credit toward the 4-day professional development requirement through activities outside regular school hours, accumulated in increments rather than full-day segments

Professional development activities under flexible plans must relate to the teacher's classroom assignment, content area, school improvement plan, or individual growth plan, with prior supervisor approval required

Amends KRS 158.070 to add new subsection (3)(b) establishing the compensation requirement as a mandated protection for educators

Maintains existing requirements that 4 days of the 185-day minimum school term be used for professional development, with 1 day for district-wide activities and 3 days planned by school councils
