Amends Kentucky's Open Records Act (KRS 61.870-61.884) to modify the definition of "Resident of the Commonwealth" by requiring foreign business entities to have a physical location in Kentucky rather than just being registered with the Secretary of State

Removes the provision allowing individuals or business entities authorized to act on behalf of qualified residents to make open records requests

Requires public agencies to request government-issued photo identification with address from applicants submitting open records requests, if the applicant possesses such identification

Allows agencies to require alternative forms of identification or proof of residency from applicants who do not possess photo identification

Makes minor technical updates including changing "Web site" to "website" throughout the statutes
