Clarifies the definition of "executive committee of a political party" as a political committee that is a subdivision of a national political party, operates under state party supervision, supports candidates, raises/spends money for internal operations, and is governed by a committee elected by voters in that subdivision

Contribution limits remain at $2,000 per person to candidates per election, $5,000 per person to state executive committees and caucus campaign committees per year, with inflation indexing every odd-numbered year using the Consumer Price Index

Anonymous contributions over $100 must be returned to the donor or escheat to the state; anonymous contributions cannot exceed $2,000 total per election

Cash contributions capped at $100 per contributor per election; contributions from minors under 18 on election day limited to $100
