Amends KRS 341.005 to add statutory definitions for "certified mail," "Commission" (Unemployment Insurance Commission), and "notice" (communications required under the unemployment insurance chapter)

Requires all unemployment insurance notices from the secretary or employers to be in writing and delivered via governmental, commercial, or electronic delivery methods

Mandates that employers and employees be given the option to receive notices exclusively through electronic means

Requires the electronic notice system to implement effective privacy controls, including multi-factor authentication for accessing nonpublic information

Defines multi-factor authentication as verification through at least two factors: knowledge (password), possession (token or text message), or inherence (biometric characteristic)
