Creates a new jailer service card program administered by the Kentucky Secretary of State to recognize current and former jailers who served in the Commonwealth

Defines "qualified jailer" as anyone who currently serves or previously served as an elected or appointed jailer and has not been removed from office or disqualified from holding office

Requires the card to identify the cardholder, distinguish between current and former jailers, and specify the county where the individual holds or held office

Directs the Secretary of State to promulgate administrative regulations establishing identity verification protocols, application forms, card design, and associated costs

Limits the cost charged to applicants to the actual production cost of the physical card
