Raises the minimum age for sports wagering from 18 to 21 years old, both at licensed facilities and through online websites or mobile applications

Prohibits sports wagering licensees and service providers from offering or accepting proposition bets, including wagers on individual athlete performance statistics and other events not tied to the final game outcome

Removes language that previously allowed wagering on "individual performance statistics of athletes in a sporting event or combination of sporting events" from the definition of sports wagering

Amends Kentucky's age of majority statute (KRS 2.015) to add sports wagering alongside alcohol purchases as activities requiring age 21, rather than the general age of majority of 18
