Amends KRS 218A.205 to change mandatory permanent bans on prescribing controlled substances for practitioners convicted of drug-related felonies to discretionary restrictions that "may include" a ban, giving licensing boards more flexibility in discipline

Removes the July 20, 2012 date requirement for felony convictions, making the restriction applicable to convictions at any time rather than only those occurring after that date

Expands the language regarding felony restrictions from offenses "relating to controlled substances" to specifically cover offenses "regarding the licensee's or applicant's prescribing or dispensing a controlled substance"

Similarly modifies misdemeanor offense provisions to allow restrictions "that may include" rather than requiring restrictions "short of" a permanent ban

Requires state licensing boards to promulgate regulations in accordance with KRS Chapter 13A, clarifying the administrative regulation process for controlled substance prescribing standards
