Repeals Kentucky's "right-to-work" law (KRS 336.130(3)) that prohibited requiring employees to join labor organizations or pay union dues as a condition of employment

Eliminates criminal penalties (Class A misdemeanor) for violations of the repealed right-to-work provisions and removes the private right of action for injunctive relief and damages

Removes the prohibition on public employers deducting union dues or fees from employee wages (repeals KRS 336.134)

Maintains existing protections allowing employees to organize, bargain collectively, strike (except public employees), and engage in peaceful picketing free from employer coercion

Preserves civil penalties of $100-$1,000 for violations of remaining labor organization regulations and retains requirements that union membership and dues withholding require written employee authorization
